Executive Moves to Replace PPS14

 

At long last, the NI Executive has been meeting again to catch up on outstanding business.  High on the agenda was PPS21 which has replaced PPS14 with immediate effect.  It seems to be a policy more in keeping with the needs of country dwellers whilst still ensuring that any development is sustainable for both communities and the country side.

Although effective immediately, the new PPS21 is out to consultation over the next few weeks. 

We must ensure that it meets the following:
1. A sustainable policy that will support the rural economy and communities.
2. Adoption of a neutral stance on one off housing, considering applications on their individual merits with reference to the local area and its needs.
3. Prevent speculative building the countryside in favour of one off housing for families genuinely wishing to settle in an area.

4. Promote the highest standards in sustainable design and living through better controls and planning requirements.  

The PPS14 campaign welcomes the decision in principle to replace PPS14 as it's long term impact would have been severely detrimental to rural communities as well as the jobs of many small tradesmen and companies who rely on a vibrant rural economy.

 

PPS14.com - What we stand for:

- We strongly support the 'principle' of sustainability and want to see greater control over the quality of design and siting of new dwellings in the country. We also want to see derelict and vacant traditional buildings restored and re-used. Credit should be given in the planning process for the use of sustainable and 'green' design, materials and systems. We believe that the 'practice' as proposed in the sweeping legislation of PPS14, will actually damage what it sets out to protect.

- There are thousands of builders, tradesmen and employees of small, family owned and run manufacturing companies who live in the country and help to build the dwellings which PPS14 intends to stop. They are likely to become unemployed. Rural manufacturing companies are already under pressure from the withdrawal of the Rates holiday which they had benefited from until last year.
